Lincoln County Commissioners advance zoning request

With all members present, the Lincoln County Board of Commissioners met Tuesday, Sept. 23 in the Lincoln County Boardroom. Commissioners heard agenda items including public hearings, meeting date changes, and a highway department skid loader purchase.

A public hearing was held to consider an application for a temporary on-sale liquor license to operate outside the municipality for Prosper Country Warehouse and Event Hall for events to occur on Oct. 18th and 25th, 2025. Located at the Prosper Country Warehouse and Event Hall, 46620 278th St., Lennox, SD 57039, Tract 3A of Poppenga’s addition in the SW quarter of section 28, Township 99 N Range 51 West of the 5th principal meridian, Lincoln County, SD. Alexandrea McLouth, the applicant, was present to answer any questions on the application. With no proponent or opponent testimony, a motion for approval was made by Doug Putnam, seconded by Joel Arends, motion carried.

McLouth remained present as the commission held a public hearing to consider an application for a Retail On-Sale Liquor License on the following described premises to wit: Prosper Country Warehouse and Event, Plat of: Tract 3A of Poppenga’s Addition in the SW Quarter of Section 28 Township 99 N Range 51 West of the 5th Principal Meridian, Lincoln County SD. Parcel: 099.51.28.B3A0. 

“This will actually be implemented for 2026, and this would allow us to have a liquor license all year long, instead of having to apply every other month for which ever bride decides to have a liquor license,” McCloud stated.  A motion to approve made by Arends, seconded by Betty Otten, motion carried.

A second reading and public hearing for an Ordinance of Lincoln County, SD, changing the zone of the property described as Tract 2, Spielman’s Addition, E1/2 NE1/4, Section 5-T99N-R50W from the A-1 Agricultural District to the PD Planned Development District and amending the Official Zoning Map of Lincoln County. The Planning Commission recommends approval (4-0). Applicant: Michael Hoffman, Prairie Wind Trailers, LLC Property Owner: McNeil Properties, LLC Location: Parcel: 099.50.05.B200 Background & Objective: The applicant is requesting a change of zone from the A-1 Agricultural District to the PD Planned Development District on approximately 24.76 acres to allow for the relocation of a business. Planning Director, Toby Brown was present to answer any questions. 

“This area is within the plan growth area, and the applicant and I worked with staff from the City of Harrisburg as well as the planning commission and the city council of Harrisburg to amend their comprehensive plan to identify this site as appropriate for this type of an application,” Brown said. 

Chairwoman Tiffani Landeen asked for proponents and opponents on the application. Hearing none, a motion to approve from Arends, seconded by Putnam, motion carried unanimously.

Chairwoman Landeen read the first reading for an Ordinance Amending Section 1 of Ordinance 0904-06 “Airport Board: Organization”. The second reading and public hearing will occur Tuesday, October 7.

Chairwoman Landeen asked for a motion to approve the date and time for the first reading to occur Oct. 14, 2025, and the joint second reading and public hearing with the Sioux Falls City Council to occur Oct. 28, 2025, at Carnegie Town Hall, 235 West Tenth Street, Sioux Falls at 7  p.m. for an Ordinance amending Chapter 155: Joint Zoning Regulations for Lincoln County and the City of Sioux Falls, Section 155.010: Boundaries of Joint and Platting Jurisdiction of the Code of Ordinances of Lincoln County, SD. The first reading will occur on Oct. 14 and the joint second reading and public hearing with the Sioux Falls City Council to occur on October 28. Motion to approve the date and time for the first reading made by Schmidt, seconded by Arends, motion carried. The meeting time conflicts with the regularly scheduled Board of Commission meeting, Commissioner Arends suggested moving the monthly night meeting to Oct. 21 to resolve the issue. A motion to change the Oct. 28 meeting to Oct. 21 made by Schmidt, seconded by Arends, motion carried. 

Highway Assistant Superintendent, Jared Narum was present to discuss the purchase of a new skid loader in the amount of $116,309.29. 

“These items that are on the agenda for purchase are on the 2026 budget. This skid loader is being acquired using source contracting, which is a public procurement contract that’s used on many different governments. It’s a way to streamline the process of buying equipment,” he said. Motion to approve by Arends, seconded by Otten, motion carried.
